Every sitting committee and board in the Town of Pembroke is required by the Open Meeting Law (https://www.mass.gov/the-open-meeting-law) to post agendas for meetings within 48 hours of the start of that meeting. The law also requires that "Notice shall be printed in a legible, easily understandable format and shall contain the date, time and place of such meeting and a listing of topics that the chair reasonably anticipates will be discussed at the meeting." Open Meeting Law, G.L. c. 30A, §§18-25) Any public meeting may be recorded by any person attending the meeting after they inform the chair of the meeting; the chair will then notify all those in attendance that the meeting is being recorded. Any person, resident of Pembroke or visitor, may attend these meetings with the exception of an Executive Session. This is a time when the committee retires to a private session for the purpose of discussion of personnel or legal matters, union negotiations, safety and security issues, or any matter that would be compromised in a public meeting.
The law has been updated with temporary provisions that allow for remote attendance, but the timeline has not changed. The committees and boards in Pembroke post the agendas for their meetings on the Town website, and also post the follow-up minutes. These minutes are required to be posted "within a timely manner", and must be made available, either in draft or approved form, after 10 days, if requested by any person.
